One Part 2 protest, one request for redress, and all OA questions referred to the International Jury were decided by email and satellite email with the boats. This was preferable because of the time zone differences as the boats circumnavigated the world and allowed the members time to contemplate their opinions.

An unsolved issue concerning the definition of start and boats OCS: The OA considered it unsafe for these doublehanded-passage yachts to be required to come back through a spectator fleet and restart when spectators typically overran the starting area and followed the fleet until they departed the area. The OA wrote an SI requiring OCS boats to slow and stay within a certain distance of the starting area during a time penalty rather then restarting. The Jury was uncomfortable with the OA's interpretation that this was a change to rule 28-Sailing The Course, but not a change to the Definition of "Start". Reluctantly, the Jury recognized the safety concerns and allowed the change.

There was considerable unhappiness when the RC changed the location of an ice gate allowing two of the three competitors to avoid heavy weather. A request for redress was eventually denied because the jury concluded that the RC's actions did not affect the finish position of the requesting boat.
