For the new edition of ISAF world sailing cup, ISAF successfully introduced new format of racing and scoring. This format would be tested with intention of implementation at 2016 Olympic event in Rio. The format for each Olympic event consists of a single or split fleet qualification series, depending on number of entries. Ranking at the end of qualifying series, including one discard after second race sailed, is counted as a Carry Forward race in Final Series. This CF race score is equal to final ranking after qualifying series. It is counted as one, first race in final series. Races from qualifying series are marked as 1Q to nQ. Carry Forward race is marked as CF and first race sailed in Final series is marked as 2F until nF. At the end of the Final series including second discard (CF result is also discardable), top ten ranked boats advance to medal stage, which consists of two medal races, except 49ers four. Both in Qualifying and Final stages first place is scored 0, points and second 2, third 3, etc. In medal stage points are doubled. All the previous penalties for breaches of RRS42 in Qualifying and Final series are not counted in medal stage. This means RRS App P1 to P4 are not applying.
NoR stated that all the boats shall display their national flags on both sides of her mainsail. RC protested ten boats in Laser class on the second day of competition, for failing to comply with this requirement. International Jury, at first imposed discretionary penalties to boats who failed to comply by this requirement, but later decided to reopen all ten hearings and in spite there was an infringement, not to apply any penalty due to inability to apply penalty fairly across the fleets. During the course of original, separate hearings, Jury became aware that most of the protested boats made genuine effort to replace the national flags, which fell off from the mainsail. Some of the protested competitors sailed to the race course with a national flag, which later came off during the mentioned race in which they were protested. Therefore International Jury decided to reopen all the cases and not to impose any penalty.
In one case redress was given to a multihull who, after rounding the offset mark dived and broke her spinnaker pole and but shortly after, was hit by another boat who could not avoid her as she was compelled by third?s boat breach of rules. The first boat was unable to continue that race, due to the fact she was taking seawater into one of the hulls. She managed to fix the problem afloat between races, by applying tape and managed to start the third race of the day, but tape did not hold and she was taking more water and therefore finished last. The redress was given to the boat in second and third race of the day, in accordance with her statement, that in second race she would have managed to finish the race, even with the broken spinnaker pole and that in third race of the day (between the races) she could have replaced spinnaker pole and continued to race normally.
One of the boats in 49er class requested redress for being scored OCS. International Jury concluded that there was no improper action or omission by the Race committee, therefore redress was not given.
