After a big hurricane which hit HK last autumn and caused damage to the yacht club facilities, sailing boats and motorboats, HKRYC ran the regatta on two courses only. It was a great job of RC. All schedule was fullfilled. A boat received a 2nd and 3d Yellow flag on the second day of the Regatta in the same race and she did not retire from the race. She was scored DNE in all races of the Regatta. The Jury considered rule 69 but after receiving the report from an investigator was satisfied that the boat did not retire from the race because of a lack of rule knowledge. The Jury decided not to initiate the rule 69 procedure. The sailor asked to take part in the Regatta on the following 2 days, even he realised that he would be scored DNE. The Jury found that rule P2.3 is not clear about prohibiting such a boat from taking part in the rest of races. The Jury did not find any reason in the rules why the sailor could not be allowed to go on the water and take part in the rest of the Regatta. The Jury decided to ask the WS RRC to clarify the wording in P 2.3. - RUSNC3
