The event was for the 5.3m sq Topper 103 entries) and for the 4.2m sq Topper (15 entries). Arbitration was used (with a 30% penalty). One competitor who had accepted such a penalty did not realise until seeing the results that his penalty had been applied to (he believed) the wrong race. It had however been applied to the race referred to in the protest, which the protestor confirmed to be correct (in her belief). The resulting request for redress was refused, since a rule of the arbitration system used said that penalties, once accepted, could not be removed (added to which there was no improper action of the arbitrator, and in any case the request had not been lodged promptly enough).
The principal race officer was a very late replacement, and coped well with a class, a race team and sailing instructions that were new to him.

The event was sailed in light winds and on spring tides with strong current. This made starting difficult, particularly when at one point the race officer had to apply so much bias to the line that laying it on starboard tack was not possible. Starting times had to be adjusted to wait until the tide had slackened or changed.

Flag U was used on several occasions. In general, it was useful, given the difficult tidal conditions where line-pushing needed deterring but not punishing in every case. However, in at least one race it appeared that when the fleet realised that several would be over in the last minute, many more also went over to ensure a penalty-free general recall.
