Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Some teams tried to challenge a RC decision: After a "Black Flag Start" a race was first abandoned and later postponed (due to a lack of wind) to the next day and resailed on that day. The teams interpretation was, that the final starting signal for this race was given after it was abandoned and postponed and therefore they should be entitled to start. Neither the RC nor the Int. Jury could follow that interpretation and instisted on the fact, that it is always the starting signal for the starting sequence in question, that determines wether a race is postponed or abandoned before the starting signal. None of those teams started in that resailed race, but seek redress, which was not given.
J 24 class uses a scoring penalty system, which was at the beginning not fully understood by the scoring team in the race office, but with the help of judges who are with the class since many years, the scoring problems could be solved.
Race Management on the water was excellent. PRO gave always informations about his intentions and updates on the wind and tide before the starting sequences, which was most appreciated by the competitors. In addition, the PRO called a meeting with represantants of the competitors, the jury and the OA to discuss race management policies and ask for opinions of the competitors and followed wishes of the sailors.
This meeting was also much appreciated by the sailors and may become a standard for future major events of the class.
