The notice of race states, in addition to RRS 61.1(a), that a boat intending to protest shall inform the race committee on finishing vessel immediately after finishing. It is the opinion of the jury that this rule heavily compromise the right to protest a competitors by introducing a criterion of invalidity that has nothing to do with the obligation to inform the protestee. In the opinion of the jury such rule should be rewritten in order to avoid to affect the validity of a protest and, in the case in which the rule was broken, to apply a DPI or a predefined points penalty. The number of rules infringements at the gate, but also at the windward mark, has always been very high. Despite the Basic Principle very few penalties has been observed and reported, and protests has been lodged only in few cases when serious damages occurred.
The regatta has been held on two course areas, one reserved to the races of Byte CII and one reserved to 470, 420 W and 420 open fleets. The PRO decided, after the experience on the first racing day with the 420 open fleet, to amend the SI substituting the leeward mark with a gate. Thanks the good job of the race committee the full program for the Byte CII and 470 classes has been completed. The 420 open and 420W fleets couldn't complete the program because many general recalls, even with black flag.
