Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Jury comprised of 7 IJs, 10 NJs and 2 unqualified judges. All panels appointed in accordance with N1.4a. Laser arbitration system prescribed in SIs; arbitration hearings conducted by NJs.
Many scoring issues caused stress for sailors, coaches and parents particularly in the Optimist class. 199 scoring queries received of which 14 required redress hearings to resolve.
Reasons:
Poor recording of finishing positions on Optimist course on day 1 compounded by errors entering data into scoring system.
Provisional series scores were published very late each day, on occasion in the early hours, so there was stress for sailors and administrators when errors discovered on arrival at venue next morning. Jury desk very busy.
Scoring system failed to calculate final series split correctly. Following advice from jury AP-2 was displayed ashore for Optimist class while issues resolved and fleet splits re-published.
Scoring system initially failed to calculate scores to be excluded in final series in accordance with SIs. Corrected following advice from jury.
Otherwise a great international regatta.
