The OA requested that the PC offered arbitration. However, the rules and procedure cited in the SI documentation was an older version. In any case the majority of parties agreed to arbitration and this helped process protests.
Some protests were lodged simply to enable parties to get written confirmation of the situation for insurance purposes. Competitors should be discouraged from doing this as the protest process should be considered available to those who have a grievance and wish it to be resolved, not a bureaucratic service.
