THIS SECTION MAY BE COMPLETED BY ANY JURY MEMBER
Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
On the third day of the regatta the RC received a report from the measurer that a J70 was sailing with the keel in too low a position, and protested with photographic evidence. At the hearing the boat was DSQ for that day, the boat was informed that a rule 69 hearing would be held, and the that boat would be inspected next day by the jury. At the inspection the keel was found to be correct, but there was strong evidence that that it had been might moved since the previous day. The jury met to consider its action, and decided that evidence was not sufficiently conclusive for strong action under rule 69, but that it might have made a mistake in not extending the protest time limit, on the basis that boats were measured infrequently in rotation, and that the protests for day one and two could be heard. At the reopened hearing the boat was further DSQ'd for Monday and Tuesday. At the 69 hearing the owner was told that evidence was not conclusive enough to take further action, but he was warned that under 78.1 he was responsible for seeing that the boat complied with class rules.
Perfect sailing conditions all week, except for half a day with very light winds, Excellent race management allowed the schedule to be caught up, so all but two classes (which sailed 11 out of 12 races) completed their program.
