The arbitration was introduced in the SI but only one out of nine cases used arbitration. The rest of the cases were not suitable for arbitration since they involved many boats and many were OCS cases. This arbitration is very good at this level since most of the sailors are quite young and do not have enough racing rules knowledge.
The NOR and SI were well written. On the water job were done very well even if it was very strong wind in some days.
