Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The Jury was tasked with on-water Rule 42, Rule 49, Crew Position (Class Rule) and Sprit Position (Class Rule) penalization. All shared the yellow flag and a one turn penalty (with modification of Appendix P). The Class rule on pumping the asymmetric spinnaker appeared very liberal and when the jury queried it, the class representative asked for a jury interpretation limiting the liberality, as had reportedly been done at the J70 World Championships. The jury refused to do so on the basis that it believed that it would be an erroneous interpretation, which would allow redress under Rule P4. Instead, the class issued the interpretation. The jury was more comfortable with this approach, based on Rule 64.3(b). It is the class' intent to amend their amendment of Rule 42.3(c) in future to clarify any doubted meaning. In the end the spinnaker issue seemed moot since the competitors were more prone to main pumping than spinnaker pumping. There were 3 sprit penalties, 1 body position penalty (Rule 49), and 1 Rule 42 penalty.
The race committee ran 10 of 12 scheduled races in generally light winds. Practices were generally of a high standard although there were occasionally spurious sound signals from the signal boat, reportedly due to electrical problems.
