Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
This was the largest 29er Championship to date with ~230 boats. The jury was busy with everyone on the water for RRS 42 and 37 protests filed. Training was conducted on rule 42 and protest procedures. The 29er RRS 42 Most Common Breaches document was further refined. Six fleets were sailing on three courses. Arbitration proved effective in discharging nearly 30% of the protests. One boat was penalized with a DNE for sportsmanship. No boats were awarded redress for OCS. The jury used www.racingrulesofsailing.org for organizing the regatta jury and class rule documents. Additionally the site was used to record protest decisions and RRS 42 penalties. This web-based site was available on-line, at the jury desk and hearing rooms. The hearing schedule and protest decisions were displayed on a monitor at the jury desk. Competitors relied on the scheduling component and were arriving for hearings without having to be called. Protest decisions were posted real time and were actively reviewed by competitors and their parents and coaches both at the event and remotely from their home countries. It proved to be an excellent organizational tool.
Congestion at the launch ramp was an issue early in the regatta but was quickly resolved by the OA. Some coaches complained to the jury and at the coaches meeting that the RC was committing to starting procedures and then not following through with the plans. Specifically the RC agreed to not start the second fleet on any course prior to the first fleet finishing in order to allow the second start time to practice. However, the first four days on at least two courses, the second start was signaled within ten minutes after the first start. The RC corrected this issue on the last two days of racing.
