RC did a good job in shifty wind conditions and fulfilled almost all scheduled format. Jury implemented water judging which included rules of part 2, 31 and class rules about using bowsprits. Rule 42 was covered by App P. Jury used the system when if they saw a breach of a rule they signaled by the whistle and red flag to indicate their expectation that a boat or boats take a penalty (one turn penalty). If nobody took a penalty the judges identified which boat should do the penalty which after judge decision must be 2 turns penalty. As many competitors were not familiar with boats with the retracted bowsprits, at the first day of regatta there were many infringements and penalty flags given. Then, next days, number of infringements significantly decreased. Jury observed several infringements of rule 49.2 crew position, but nobody protested. Jury decided to consider next year including rule 49.2 to the list for jury initiated penalties on water. The water judging considerably reduced the number of protests and hearings and it is recommended to OA by jury for using the next year. - RUSNC3
