Jury was operating under N1.5, when after being properly constituted, the original jury chairman was not able to attend because of illness just in the day of his planned start of the trip. The assigned vice chairman overtook the chairing. CLass J24 has a special sets of rules changes introduced in SI, which according to the jury brought some unforseen situation, where the rules seem not to solve the intention of the class. Use of more standardized penalties system e.g. DP policy as published by WS was suggested to the class to consider for the future events. - SVKDV3
