Two judges were assigned for arbitration. For both protests submitted, none of the parties decided to go for arbitration, so hearings were done by full International Jury. To have properly constituted International Jury some of the judges were observers at the hearings. There were no objections by the parties to have observers present. At one hearing protestee did not show up, so after waiting, International Jury decided to continue hearing according to RRS 63.3(b).
There were two requests for redress by the competitors. Marklayer has moved the offset mark to its original position, which had drifted due to uneven depth; strong wind and high waves at the moment competitors were at half of the beat to windward. International Jury found that mark was repositioned to its original position according to RRS 34(a) without error and any effect to competitors who were all on the previous leg to windward, so redress was not given.

Good race management. Good decision to send fleet ashore when storm was comming.
