This event combined the Nacra 15 with other Nacra classes (16, 18, 20 as well as others) with the 15 getting their own start. The venue proved ideal with regular typical winds between 08-20 knots. The depth of the water, some 250, reduced the flexibility of the RC to change the course once set though this didn't seem to be needed. The class need to work on their documentation which generally was poor (they have been provided with RRS Appendix Le to use as a model) with many changes needed to ensure correct processes and systems were in place. The class should consider the use of Arbitration to allow for a post-race Exoneration Penalty. Some protests were lodged simply to have the details of an incident officially reported for insurance purposes; it is my personal view that this is not a good use of the time of a PC and we need to think of a more suitable way of officially dealing with this. Another aspect, which always seems to cause issues, was to check-out/check-in system. Initially, infringement of this process was a DSQ, this was changed to a DP - much more suitable. It was the view of many, and a view I support is that safety processes should be removed from the 'racing' side of the event and an alternative system put in place to educate, encourage and support a culture of safety. This would mirror the work in industry which has moved from a disciplinary approach to an education, cultural approach. - GBREM1
