Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The 29e worlds has been part of the regatta. With 216 started boats it has been the biggest 29er worlds ever. Problems occured with the Class SI timewise, with only one group of sailors sailing on a course area. That leads to jong days on the water and long waiting times ashore.
Arbitration was used the first time on a 29er worlds, with good success.
With the Number of sailors and the schedule of sailing there is the need to have two groups of the Jury, one on the water and one ashore to take care of Protests coming in while the other group is sailing. In this event the Number of Judges (12), with 2 international panels, has been to small to cover both, on the water and ashore at the same time, so there has been many late hearings. The amount of work taken by the Judges has been tremendous, a big thanks to all Jury Members.
The wording of the SI from the 29er class was not always precise and clear, so that there has been some discussion, especially regarding the grouping after the Qualification and the points carried forward to the final groups, related to discard of races. Also there was no SI ow to count the yellow flags during the whole event. The race commitee has published to many changes of the SI's. In one case the SI has been changed one day and changed back the next day.
The PRO left the Event in the morning of the last Saturday to go to another event.
In the SI's have been differences to the NoR, between the last signal for a class in the event.
