Arbitration was extensively used. The procedure was based on that of the RYA, namely that the exoneration penalty (30% in this case) could be accepted at any time before a start of a full protest hearing, and that the arbitrator would participate in any full protest hearing resulting from a arbitration penalty which the boat adjudged at fault chose not to accept (or from a protest not upheld at arbitration). This enabled business to be despatched promptly. Only one arbitration decision (not to uphold) was not accepted by the protestor, who sought a full protest hearing. The protestee then chose to accept an exoneration penalty, and the protest hearing did not proceed.
While the record shows only one class, there was in fact separate competition for the two sail types - 4.2sq m and 5.3 sq m. The races sailed are the total of the separate races for each fleet. The larger fleet (5.3 sq m) sailed first in two separate flights wth combined results, reflighting nightly, then proceeding to gold and silver final races.
The record shows one third penalty, but it was not under P 2.3, since P 2.3 was disapplied and P2.2 was applied to third and subsequent penalties
Somewhat annoyingly, when flag AP, N or First Sub was displayed with a long delay, the race committee's next signal on removal was the orange flag (rather than displaying the orange flag while AP, N or First Sub was still displayed). This was drawn to the race officer's attention, but without any change. Otherwise, race management was good.
