Two boat were penalized under RRS 2 with DNE.

The J 24 class uses for major events the scoring-penalty system, which caused a lot of administrative work for the Int. Jury and the scoring-team to follow and police the correct use of the system by the boats. Unfortunately a great number of additional percentage penalties were applied by the RC and the Int. Jury, as a number of boats did not fulfill all the requirements to take a scoring penalty correctly.
Due to the large number of entrants, the starting-line had to be extremely long. The RC therefore used a midline-signal-boat and divided the starting-line into two parts. The radio-communication between the RC and the competitors was very user friendly. By this the competitors were extremely well informed about the intentions and procedures of the RC.

A slightly changed App. P was in use: only RRS P2.1 applied and the penalty was a 10% scoring penalty.
