Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The was concern expressed by a number of bigger boats about the Q and A ruling on banding spinnakers and rule 55. They felt that until an alternative method of controlling the spinnaker during the launch was developed, safety required them to use bands. Although there was general verbal agreement that no boat would protest on this issue there was a worry that one boat could, and ruin the regatta for the others (no discards were allowed)

The sailing instructions were changed to allow the judges to give discretionary penalties for all except part 2 infringements, to allow proper consideration of all the facts if a protest on this issue was filed.
