This was a very important event at the south of Chile, in Lake Llanquihue, with volcanoes at sight.
There were a lot of classes, formats, 2 race courses, long distance races, winward/leewards courses, Add Q for the Soto 40s, etc. We had a rule 69 hearing, that ended in a warning. We also denied a reopening where a competitor admitted the infringement of rule 28, but wanted to challenge the validity of the protest, on the grounds that the protestor did not inform them on the first reasonable opportunity (the Jury decided that it was valid). At one point the Jury analyzed the possibility of starting a rule 69 on this competitor, because he did not want to retire (even though he admitted the infringement). Finally the competitor understood and learnt.
On the Add Q side, there were 13 races for the Soto 40's. There were 3 on the water umpires (2 IJ/IU and the other IJ). Everything went well, except that there was an incident where one member of the team evaluated the status of 2 boats before entering the zone, as clear ahead /clear astern. Then he issued a penalty to one of the boats that got a a late inside overlap. After that there were some videos that implied the boats were overlapped, and the penalized boat tactician was very angry with the umpire team. Even after looking at some of the videos, for the Ump team, if there was a mistake, it was marginal, so at the debriefing, we commented on the facts (along with the other party) and said that if there was a mistake, we were sorry an apologized in front of everyone, saying that we have our procedures and techniques, but mistakes were possible and part of the game as we did not have America's Cup technology to help us. Even after that the tactician of the boat was not satisfied, and it is possible that he issues a formal complain. That was the only issue on our debriefings during the whole week, so even if we don't feel good about it, we are happy that we have achieved a very high percentage of proper calls, positioning and handling of the fleet, both on the water and onshore. - ARGFN
