The event used a whistle system on the water to minimize the number of protest hearings. Judges signalled penalties for crew positions while racing that were in breach of Class Rule C2.4. Judges had reviewed photographs of boats racing in the pre-Worlds event to learn positions that would warrant penalties for breaches of CR 2.4. Five penalties were given during the World Championship.
Judges responded to protest flags with a red or green-and-white flag to advise boats how they would judge the incident in a protest hearing.
Class rules changed RRS 44.1(a) and 44.2 so that the penalty was a one-turn penalty for breaches of rules of Part 2, RRS 42 and CR 2.4, but a two-turns penalty for a breach of a Part 2 rule while in the zone around a mark other than a starting mark. - CANAB17
