Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The Jury panel was comprised of three IJs with support from sailors who were either judges in training, or experienced sailors. A spread of volunteers across the classes would have enabled us to select panel members who had no conflict of interest, but there was only one hearing so they were not required. The Race Officer did well to get so many races in in unusually light winds conditions. An alternative shorten course procedure was used which was very efficient in getting boats back to start a subsequent race without wasted time. Under this SI, if an ‘R’ flag was flown at a mark, boats were required to sail directly back to the finish (start) line specified in the course instructions. - HKGTS1
