Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The SIs changed RRS E3.7 U Flag and Black Flag Rules to read:
"The race committee may inform a boat that she has broken rule 30.3 and 30.3 and is disqualified. The hailed boat shall immediately retire, promptly leave the course area and, under RRS24.1, shall not, if reasonably possible, interfere with a boat that is racing."
This change was made following discussion regarding Case 140 and it application under Appendix E and also whether a boat that is disqualified under U or Black Flag is still racing.
Racing was full umpired, with four umpires, each working with an observer designated by the race committee, on each heat.
Suggestions regarding the rules applying to umpired radio sailing were sent to IRSA Racing Rules Committee for consideration
Once again it was demonstrated that umpiring works well for radio sailing if the course, and in particular the windward mark, are close enough to the shore. Beyond about 70 metres both umpires and competitors have difficulty.
Two incidents demonstrate the friendliness and sportsmanship of the International One Metre Class:
- when the boat, rig and equipment of two leading contestants were delayed in transit there was unanimous agreement to delay their first heat to enable their boats to be delivered;
- two "quero-quero" birds were nesting in the control area. Despite the constant passage of competitors and race officials the two birds continued to lay and cover their eggs during the whole event
