Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Due to Covid this event in 2020 was cancelled and rescheduled to the following year which was then further delayed till August 2021. A significant portion of the original registered boats withdrew from the event. One of the requirements of completing registration was the requirement that a boat provide for each crew member their World Sailing Sailor ID and classification. A significant percentage of the boats registered had issues obtaining or renewing their crew’s classification with World Sailing in advance of the event. An amendment to the Notice of Race was written allowing the boat to be complete registration if the only outstanding item was the sailor classification for a crew member or crew members before the end of the qualifying series. The Notice of Race and Sailing Instructions both referenced various class documents (Class Rules, Class Equipment Regulation and Class Regatta Regulation). Some of these documents are only found on the class association web site. Both the NoR and the Si’s repeated information which could lead to conflicts between the documents and confusion for the sailors. For major events such as a Worlds or Continental champions, the class thru it’s Regatta Regulation has a qualifying series and final or champion series. For a final or championship series to be final or complete, a minimum of 5 races are required to be completed / sailed. The class Regatta Regulation allows for the qualifying series score to be used as one race in the final or champion series if four races are only completed. There is no provision to address the situation if less than 4 races are completed. Based upon the weather forecast for final or Champion series, an SI amendment was written and posted. This was done after the end of racing of the qualifying series that allowed the use of all of the races from the qualified series as individual races in calculating the final or champion series score. One boat filled for redress as she did not sail the last race of the qualifying series. A hearing was held and it was determined that there was an omission by the race committee to change the scoring in the Final or Champion Series after the end of the racing of the Qualifying Series. The jury also found that the SI amendment did not properly document that the Class Association Executive Committee had given approval for said change to the class Regatta Regulation. The J70 Class amends Appendix P to include infractions for crew positioning and bowsprits in non compliance with the class rules. - CANRS1
