Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
One rule 69 hearing found a competitor committed an act of misconduct by swearing at other competitors during two races. The penalty was one DSQ and one DNE.
Five hearing requests were submitted by Race Committee against competitors touching a mark and taking a penalty. Since the protest was not by a boat a T2 Arbitration Meeting could not be held. The Protest Committee did help facilitate a pre-hearing meeting between the race officer and competitor where both sides reviewed what they would present in a hearing. A judge observed the discussion, but did not participate. In three of the five meetings the competitor chose to take a T1 30% penalty and the race offer chose to withdraw the protest. - USAPH46
