Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
1) 3 jury boats were used for App P on the ILCA and Optimists. RRS P2.3 will not apply and RRS P2.2 is changed so that it applies to any penalty after the first one.
2) Support Vessel Regulations were in force with a distance of 50m from marks/boats racing, unlike the usual 100m. Some support boats came closer than 50m but it was not a major problem. Due to the lack of resources and experience in race management, some of the local coaches assisted in a race committee function on the water - helping to move marks, signal course changes or provide suggestions to the RO. Due to this situation, it was difficult to ask the coaches to be outside the restricted area.
3) 3) Racingrulesofsailing.org was used as the online system. A lack of understanding from some competitors and parents saw several scoring enquiries come through as a request for redress to the Jury which the Jury sent back to the race committee for review as a scoring enquiry.
4) A boat had taken a one-and-a-half (1.5) turn penalty after her first yellow flag. When she realised she had been scored DSQ as required under RRS P2.1, she requested redress against the Jury alleging she had completed her two-turns penalty and requested to see a video of her taking her turns. The rules do not require a judge to video the turns taken to prove anything to competitors. However, requesting to see a video from race officials appears to have become a common trend observed nowadays with technology, especially a video made by the race committee at the finishing line, to prove that a boat had indeed finished in a particular place.
5) An NJ from CHN requested an IJ reference assessment and was provided one by the Jury Chair (after a meeting with the other IJs)
