Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
After consultation with the class association, Appendix P was changed to include Class Rule C1.1(b) , regulating crew position in the boat. All but one of the penalties given under Appendix P were given for breaking this rule. This meant that breaches of this rule were dealt with immediately on the water, rather than later in the protest room.
The jury were impressed by the enthusiasm of the sailors, and especially by the devotion and dedication shown by the families and friends accompanying the sailors.
A discussion was opened with the class as to how to run umpired racing when many competitors cannot hail protest or display a red flag. In the NoR rule 61.1(a) was changed so that neither a hail of protest nor a red flag were required.
The NoR allowed for all jury given penalties to be discretionary. The jury decided not to use discretionary penalties following hearings concerning a breach of the rules of Part 2. - IRLGD4
