Work of Race Committee was remarkable. Race officials (IRO) were Eva Jodlowska (POLEJ2) and Cesar Sans Gutierrez (ESPCS9). They managed the races on 2 course areas and performed a large number of race in all Classes spreaded between Couse race and Slalom race. And also the medal races were made each in their own course area.
The Class added in NoR/SI e new rule (29.3) for the reaching starts as follows:
_____
When, at the warning signal, the course to the first mark is approximately ninety degrees from the true wind then,
(a) When at the starting signal the race committee identifies a board on the course side of the starting line,
the race committee shall signal a general recall.
(b) If the race committee acts under NoR/SI rule 29.3(a) and the board is identified, she shall be disqualified
without a hearing, even if the race is abandoned. The race committee shall hail or display her sail number,
and she shall leave the course area immediately.
_____
This rule is conflicting with RRS 30.4 but most importantly with RRS 36, since it can create an issue with restarted races.
The jury had to deal with a particular request of redress, where despite an incident with damage and capsize, there was not any rule broken during the incident, therefore the jury decided that neither board was entitled to redress.
There were a lot of discussions among the members of the international jury, about the redress policy as written in the Jury Policies latest document. The jury believes that such a policy is not well written and not the as fair an arrangement as possible. Calculating the average points in one discipline for all opening series it's not taking into consideration the different nature and level between the qualifying series and the final series. During the event, there were more than one case that a board's score was getting worse as the event was progressing.
