Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The Jury operated with at total of 9 people using IJ panels. Three boats with 6 judges were used on the water for Appendix P. The three boats were spread between two courses for the two 100 point classes. This gave less than optimal coverage. Additionally, two of the boats could not power up wind in more than 12 knots and 2 had to leave the course at 15 knots. There were reports of excessive use of RRS 42 in the zones that the jury could not cover

Race Committee work was good. One course used the normal Laser P and then went Black for the prep while the other went from P to the new U. A casual review of starting line penalties by the RC showed that considerably fewer penalties were given on the course where the RC went P to Black.
