Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The NOR and SI were well written by IODA. There was no wind on the first 2 days so race officials were worried that the number of races would be less than 5 races and would not constitute a series. But finally the wind came and we had altogether 9 races for fleet racing plus 32 races for Team racing.
The kids still did not understand much about rule 42 so the juries ended up with 36 penalties out of 105 boats. They do not know what is allowed and what is not. They do not know how to respond when they've got P1 or P2 or P3. There should be an improvement on this issue to coaches.
