Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
This was the China National Games where each province competed for the top spots and big prizes every 4 years so the completion was very fierce. In each class, there were 2-3 sailors from same province competing against other provinces? team so there was always possibility for team tactics, as such, there were 4 protests on rule 2 but the juries found no concrete evident that sportsmanship has been violated.

The NOR and SI were well written in both Chinese and English where Chinese was for the sailors and English was for International race officials. One of the SI in Chinese stated that the race shall not be abandoned but in one race, due to big wind shift, the mark has been repositioned but not in time so the race was abandoned. This created many request for redresses.

The jury had 2 cases of rule 69 hearings on lying in the hearings. We ended up with warning in one and dismissed in another.

The wind was light most of the racing days but the RO managed to finish most of the scheduled series races but on the last 2 days only 4 out of 8 Medal races have been completed due to lack of wind.
