Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
It was noted that while the OSR required a competitor to 'have' a PFD of 150N, there was no requirement that a PFD of this specification had to be worn when flag Y was displayed, and so a 50N dinghy type, whether worn because of flag Y or voluntarily at other times, appeared permissible as long as the 150N PFD was on board.

A report to that class noted that no rule appeared to require a boat to sail with all the crew on the crew list, and so the crew size and composition could be varied daily, subject to the minimum number in the class rules. The only limitations were that the maximum crew on the crew list could not exceed the class crew weight limit, and that the separate rule for approval of a substitute applied
