         There were two circles. The judges were only on the circle with the Opti's and ILCA's so that we could observe via Appendix P. We heard hearings for all competitors. The conditions ashore were unusual. We were located on a beach and the original plan for a jury room was ineffective. We made use of several different areas to hold hearings. All parties to each hearing were able to be notified so that they could arrive to their hearings on time. The jury did a good job of adapting to these unusual circumstances. - USACD111
