Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Kiel Week 2025 was split into two parts: I Part with Olympic classes and ILCA 6 Men’s World Championship, and II Part mainly with international classes. The challenge was to handle the event and specifically the hearings with three different venues – the main venue in Schilksee, and two more in Stein and Eckenfröde.
The Manage2Sail online race management system was used as the official notice board for whole event, except the iQFOiL class which was using their own SailTI platform. That caused additional challenges when we had to operate with two official notice boards.
The International Jury enlisted the use of the Trello application to facilitate efficient communication among and assignment of jury members. Given large number of International Jury members, multiple venues for IQFOiL, Wingfoiil and Offshore Classes, and a few classes specific race management applications, the Trello board served the event very well.
The International Jury received a hearing request paralleling the facts of World Sailing Case 140 with the addition of a rule 30.4 infraction occurring in a race that was abandoned to be resailed on the subsequent day. The boat which was compelled to break rule 30.4 due to the actions of another boat breaking a rule of part 2 was exonerated under 43.1(a), so the decision was to replace the boat’s BFD to DNS, which allowed him to restart in the restarted race next day.
The International Jury received a report on 23 June about a possible misconduct from the IQ Foil Race Committee. The report addressed an allegation of abusive language and posturing directed at the race committee regarding race management coming from a support person (coach). The rule 69 hearing was conducted
The International Jury received a report on 24 June about a possible misconduct from the Organizing Authority. The report addressed an allegation of a sailor that was rude to the lifeguards and support vessels on the course. The investigation was conducted according to the RRS 69, which eventually did not lead to a hearing.
The International Jury received a report on 26 June about a possible misconduct from the Organizing Authority. The report addressed an allegation against a sailor who requested a help via VHF 16 but did not collaborate with SAR team. The rule 69 hearing was conducted.
The International Jury received multiple reports from the Organizing Authority of support persons (coaches) not observing the harbor speed limit of 3 knots. The support person meetings in each case resulting in a decision requiring the support person to present a written apologize to the Organizing Authority.
The event organizers put a lot of effort and requested actions by all committees on the water to control the support persons behaviour and the proper use of their safety equipment while on the water. Number of hearings were conducted for breaches of SIs and safety rules.
