The event was held in the bay of Kobe, with excellent racing conditions (12 to 16 knots the 1st day, 6 to 13 the rest of the week).
The Race Committee did an excellent job, running 15 races for the U17 and 14 for the U13.
The venue was convenient, with a small distance between the beach, the good jury room and the harbor for the 5 jury boats.
The new "observation system" was used, instead of the usual Appendix UF. Over 8 hearings, only one was a boat to boat incident not solved afloat, and the protestee accepted a post race penalty before the hearing - FRASH1
