A protest was received alleging sailing to benefit another sailor at the detriment of one's own position. The protest was found to be invalid. Although the protest was invalid, the allegation was treated as a report alleging misconduct. An investigator was appointed but there was not enough evidence to provide a realistic prospect that a finding of misconduct would be made, if the case went to a hearing. No hearing was, therefore, called under RRS 69.
