Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Regatta was held on two race courses for Lasers and Optimists. Three jury ribs were assigned to Laser course and two to Optimist course with total of ten jury members. Optimist fleet was devided in two.
Initially five of NJs expressed interest to get an assessment RF for IJ status, so pairing on water was done accordingly, as well as jury composition during herings. All the hearings were chaired by NJs, so all candidates were able to chair hearing twice. One NJ would chair while the next would be scribing. NJ who chaired hearing would leave jury but stayed as observer while scribe would move to chair next hearing.
In Laser class there was provision of arbitration, so all the parties in protests involving Laser class boats, were offered arbitration. In one instance both parties accepted arbitration, which was done by two NJs.
On first three days of regatta there were perfect sailing conditions so RC did great job in running races smooth. On the last day RC did their best effort to run races but due to shifty conditions it was not possible to run races so fleet was sent ashore.
