Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The International Jury received a significant number of requests for redress during the event, primarily related to boats being scored UFD or BFD. These requests fell into three main categories:
1. Requests following scoring inquiries: several boats first submitted scoring inquiries. After reviewing the race committee’s evidence for scoring them UFD or BFD, they subsequently requested redress. In all such cases, no redress was granted.
2. Errors in numbers displayed afloat: the race committee acknowledged an error in displaying incorrect sail numbers after a general recall under the black flag. Since these boats were prohibited from starting and therefore had no finishing place, the jury was required to decide on appropriate corrections. In each case, the affected boats were awarded average points.
3. Additional BFD penalties identified after racing: upon reviewing records, including video evidence, the race committee identified additional boats that should have been scored BFD. Notices were posted under rule 90.3(c), and some of the affected boats requested redress. No redress was granted. The jury noted, however, that this approach by the race committee (identifying further BFD penalties after racing) was unusual and merits consideration.
In addition, the International Jury conducted a rule 69 hearing on the final day of the event. The boat of the competitor concerned was penalised with a DNE score in all races of the competition. - ITAGB203
