THIS SECTION MAY BE COMPLETED BY ANY JURY MEMBER
Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
1-
Following a race committee protest based on a report from the event measurer two boats were disqualified for breaking class rule 13.20.
The boats were then given redress on the basis that their boats had been measured and then inspected several times at major events.
The event measurer had requested an interpretation of the class rule 6 months earlier (August 2013). The reply of the class association was not clear.
The Jury decided that the class association, part of the organizing authority, had made an improper action in failing to apply and interpret it's own class rules.
2-
There was much discussion of what constitutes "serious damage"
A boat was holed in a collision.
The boat returned ashore and was craned out as she was taking on water. There was damage to the laminate, a large V-shaped tear.
A temporary repair enabled the boat to sail the next day. However the jury decided that the damage was serious , that a penalty under rule 44.1 was not applicable and therefore disqualified the infringing boat.
