Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
One unpopular redress decision concerned no redress given to competitor who voluntarily failed to complete the course after finding a mark to be missing.

Dr. John Clauser (Bodacious) was found in breach of rule 69.1(a) in that he committed acts of bad manners and poor sportsmanship. He verbally abused another competitor and the jury desk staff and was penalized by not being allowed to sail in the last two of seven races (no discards were allowed). The report will be submitted to ISAF shortly.
One unusual challenge was that a mark laid by one of the three courses was included (per the SI's) as a rounding mark by another course. On one occasion this mark was not in place as the other course's boats came to round it.
