Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
A SI stated that 'A breach of RRS 48.2 was not a ground for a protest by a boat'. The intention, made clear at the briefing was that if the Authorities or Maritime traffic sent the OA a report of a boat that was infringing the TSS rule then we will certainly protest. All boats were scrutinized prior to racing. All boats left the dock and raced fully compliant. Yet again, before the start the RC boarded three boats per class, as a last safety check. We modified the standard DPI ISAF document and made this applicable for the Rolex Middle Sea Race.
The number of 'young' competitors has increased and several very young sailors are now on board boats, indeed even in the double handed division, that race this most challenging 607 + mile race in week 3 of October in the Med. This may be a concern.
When 40kt winds and 9mt waves struck, Palermo Radio issued a Pan Pan VHF message for all sailors to seek shelter. This was fine, as it was only advice. Minutes later, another VHF call was made by Palermo Radio through Pantelleria Radio, in English, stating that the 'Race was cancelled'. Luckily no boat retired or 'believed' this message. A message similar to that, however could have caused havoc. It is obvious that each OA ought to have a dedicated control line and well trained people at the receiving end. Two boats were missed across the finishing line however they were given a score without the need of coming to the Jury Room. This very possibly happened because the last mark to round before approaching the finishing line was in a position approx. 1.2 miles out and set in a place that was not in visual contact.
