The SSL invited top skippers and crew to compete in 20 Star boats in a qualifying fleet-racing series followed by quarter-finals, semi-finals and finals. Addendum Q was applied throughout for direct judging on the water. With the high level of competition, three jury boats provided good coverage to make calls for most of the part 2 protests during the qualifying series. One challenge for the judges was the small size of the protest flags used in the Star class. Larger flags of at least 10 by 10 cm would be easier to see.
Boats that experienced damage, alleged to be the result of contact with a boat that was required to keep clear did inquiry about redress during the qualifying series. This situation reveals short-comings in Addendum Q which denies redress, which appears to be more suitable for angle qualifying races like the finals or a Medal Race than for a number of races in a qualifying series.
The Star class gave permission to amend rule 42 to use Appendix P5 when the wind speed exceeded 6 knots measured at deck level on a race committee boat. With winds exceeding 6 knots in all races, pumping, rocking and ooching were permitted in each race, giving no need to judge rule 42 under Appendix P.
