Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
One hearing was held under rule 69 concerning the use of bad language after an argument on the water between two Optimist sailors. After hearing statements from both parties, the Jury suggested that the words might have been misunderstood, and the accused party apologised if that was the case and agreed to be more careful in the future. The report was then withdrawn.
This was a well organised regatta with separate courses for dinghies and keelboats. Sailing conditions were perfect (average 15 knots in sunshine) and it was unfortunate that the keel boat entry was depleted because of a recent typhoon which disrupted the feeder race from Hong Kong. Race management and after sailing organisation could not be faulted.
The Jury observed rule 42 on the water each day, and ran a rule 42 seminar after day 1, which markedly improved rule 42 observance on subsequent days. Appendix P was not applied in the SIs, but after a first day of frequent rule breaking, the Jury warned that they would protest if they observed rule 42 infringements, which together with the seminar had the required effect,
They also assisted Philippine Sailing Association by giving comments for a promotional video.
