Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
A competitor was found in a rule 69 hearing to have struck, with an open hand, the cap peak of another competitor. The competitor immediately apologized for his action and again during the hearing and to all at the prize giving. He was given a DGM for the race concerned and reported to his MNA.
HMS (heat management system) sometimes constrains a fair redress for a competitor.
Competitors rules knowledge is much improved over the last few years.
7 members of the jury enabled hearings to be heard by a panel (3) whilst racing continued umpired by the remaining 4 judges when it did not involve fleet promotion. A rota of 4 races on and 3 off kept the jury mentally fresh during the 130 races.
The venue, with excellent facilities was hampered by winds that kept swinging and making racing conditions difficult for the race team.

Racing was umpired using the International Radio Sailing Association (IRSA) Addendum Q, in which umpires work in partnership with observers. These observers are competitors not sailing in that heat, who hail contact between boats, and between boats and marks. They also provide information on which an umpire may base a decision.
An umpiring strategy was developed to ensure coverage of the whole fleet. After the event this strategy was then written out fully so that in the future judge/umpires may continue to use and develop it.
A simplified protest procedure was developed, incorporating key elements of IRSA's System for Reducing the number of Protest Hearings (SYRPH). As a result racing was never postponed for a boat on boat protest throughout the championship.
