Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The event was initially organised in Gargnano then was moved by UNIVELA in Campione del Garda but it was moved to Circolo Vela Gargnano due to missing townhall?s authorization to use the UNIVELA hostel to host competitors. Circolo vela Gargnano did a reasonable good job trying to sort out everything with of the local authority support for the good result of the event.
The recruitment of the Jury was late and chaotic an NJ appointed from EUROSAF was asked if he could help to organize the International Jury.
During this re-location an IJ was informing the organization that we will join 4 days later from the start of the event because he was in another event in ITALY and he was booking the whole flight to go back to home. He was ask if he could be present at the event in time. He replied on the 21st evening that he could not arrive in time. The 23rd of July he IJ didn?t show up. Due to the predictability of the situation, the Jury was not keen to consider this as an emergency and the OA has to look for another IJ. On day one the Jury was the only rescue boat on the course. Two ribs were provided one of which was not working. The Jury decided to postpone the 23rd hearing to the 24th to be ?properly constituted? under Appendix N.
Erich Gerhard Michel accepted the invitation with short notice. He joined the jury on the 24th for the hearing time. The morning of the 25th of July the jury chairman had a health problem and he was in the hospital but he came back late in the evening. No protest during that day.
No Appendix P during the event.
2 NJ asking for report IJ (SLO and ITA).
Jury support in translation needed several times (French, Portuguese, Italian, German).
Several infringement of rule 10 and 31 with acknowledgement of the competitor brought the application of rule 2. One report for alleged broke of rule 69.
Collision between a Hobie Tiger and Hobie Wildcat (not racing in the same fleet) with injured crew with head trauma on the Tiger obliged a South African (RSA) competitor to retire from the event.
Another collision happened in the Hobie 16 fleet with serious injured crew.

PRO and RC Chair men of two courses don?t speak English, they lodged protests in Italian without providing a proper translation or diagram that competitor might understand.
The course lenght was probably the cause of the several incidents, due to be in the target time boats have to sail 3 - 4 laps of the course. There were 2 courses on the lake and due to the wind conditions and the limits established by the Public Authority the RC was not able to set longer courses.
The OA one day put a white stripe on the winward marks causing request for redress without informing the RC that realised after the 1st sailed race of the day.
