Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Following concerns from the class that there could be long delays to starting another race because of the large difference of abilities of sailors, yet they wanted to avoid "DNF" points where possible, the following was devised. Much effort was made to find a possible solution that did not alter any definition.
The following SI was included:
14 ?W? flag scoring
14.1 When flag ?W? is displayed to a boat the boat will be scored points equivalent to its position in the race at that time.
14.2 After ?W? has been displayed to a boat any boat that has progressed further down the course will be scored points fewer than a boat to whom W has been displayed.
14.3 Should the RC be unable to determine the actual position of boats they will be awarded the average of possible points available to them.
This changes appendix A4 and A5.
This enabled the RC to score boats that were a long way behind the fleet and not delay subsequent races.
The following explanation paper was posted on the noticeboard and the Class welcomed this approach.

Use of the ?W? flag
Aims and objectives
The objective of flag ?W? I to allow a maximum number of boats who have sailed at least half of the course to be scored even if they are some distance behind the leader and would be unlikely to make the time limit (see SI 18.4)
The ?W? flag procedure (see SI 14) enables boats to be scored and allows them to return to the starting area so a subsequent race can start earlier than might otherwise be the case.
Procedure
Except when all boats have passed through the final gate and approximately 15 minutes after the first boat has passed through the final gate an RC boat will display flag ?W?.
All boats that subsequently pass through the final gate will be scored points for their position in the race at the time they pass through the gate.
The W flag will remain displayed 20 minutes after the first boat has sailed the course and finished or until all boats have completed the leg, whichever is earlier.
Any boat that passes through the gate before flag ?W? is displayed but does not finish the race within the time limit will be scored in accordance with Si 14.3. See example below.
AFTER THE W FLAG HAS BEEN DISPLAYED TO A BOAT SHE IS NO LONGER RACING. SHOULD RETURN TO THE START AREA AS SUBSEQUENT RACES CAN BE EXPECTED TO START WITHIN 5 MINUTES OF THE END OF TIME LIMIT.
BOATS SHOULD MONITOR THEIR PROGRESS AND RETURN TO THE STARTING AREA IF THEY FEEL THEY MAY BE UNABLE TO FINISH WITHIN THE TIME LIMIT. IF THEY HAVE COMPLETED HALF THE NUMBER OF LEGS OF THE COURSE THEY WILL BE SCORED AS ABOVE.
SUBSEQUENT STARTS WILL NOT BE DELAYED BY WAITING FOR BOATS TO RETURN TO THE STARTING AREA AFTER THE TIME LIMIT HAS EXPIRED.
Once a longer line had been decided on by the race team after the first days racing there were less problems at the start and a greater opportunity to get a fair start. Fortunately an incorrect signal from the committee boat after the first boat finished was not seen and it did not effect the boats still to finish all of whom passed through the finish line.
