Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
The Worlds SIs were derived from the World Youth SIS, rather than ab initio from the ISAF template and Youth scoring provisions (1 discard after 6; 9 races max) were carried over to the Worlds SIs, when a second discard after 12 races was defined in the Worlds NOR. To the embarrassment of the jury and the RC, this was not noticed until the series started. The RC and Jury posted a joint notice to the effect that there was a conflict between the NOR and SIs, and that the NOR would govern since it represented an implied contract between the OA and the competitors. Fortunately, the conflict was discovered before discards came into effect.
The race committee ran 11 5-leg windward leeward courses. Only one race was in winds of less than 10 knots, the rest were in 15 to 25 knots. The high wind day required that coaches be directed to undertake safety boat duties. All but one of the RRS 42 penalties were given in the light air race.
