THIS SECTION MAY BE COMPLETED BY ANY JURY MEMBER
Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Nothing of importance do report.
The Race Committee had the difficult task to conduct the event in conditions of very light winds. It was not possible to have any starts in the first racing day. Later, in one race, in extremely light winds, an enormous number of boats concentrated at a mark. A number of safety conscious skippers started engines on stand-by, ready to use them to prevent collisions and possible damages. Some of them declared this fact, according to the SI, which allowed running engines for battery charging. In the absence of protests from boats about the use of engines for propulsion, no actions were taken with respect to any boat. Later, following a protest of a boat vs. boat, the protested boat was DSQ for failing to declare the running of the engine for charging batteries.
