Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
Measurers did a complete measurement of all boats prior to racing. Many boats had deficiencies that were remediated prior to the start of racing. Measurers were afloat observing adherence to class rules while racing. Measurers then did checks of boats for specific equipment at the dock each morning, pointing out any further deficiencies for boats to remedy before racing that day. On the second-last day measurers did equipment inspections on the water of boats drawn randomly by their finish order, and all boats passed inspection. This approach of early identification and opportunities for remediation brought the fleet up to standards for equipment and requirements while racing.

Specific class rules that took ongoing attention were the fit of the seatbelt and crew positions in the Skud 18 class, and the position of the black band and crew positions in the Sonar class.

The regatta?s on-line system included scoring and a facility for recording the decisions of the international jury in each hearing. The system posed some challenges to judges in its use. For protests involving multiple protestees, the system generated a protest notice that listed only one protestee. This resulted in a hearing with one boat not listed as a protestee. The boat was given a copy of the protest form and she did come to the hearing. However, with an error in her notification as a party to the hearing, her later request to reopen was granted, since she did not have adequate time to prepare and find witnesses. A further challenge was that the space provided to list the rules applicable was also too small, so rules were recorded with conclusions. A further challenge was that, at times when a decision was being prepared, the option to publish the decision on-line had been activated. If un-noticed, the jury was unintentionally showing the decision being drafted on-line in real time. Special care was needed to be sure to un-check the box before drafting decisions.

The Sailing Instructions included a sign-on and sign-off procedure ashore by the competitors or a support person each day. On the first day, many boats were not signed off, so it was uncertain whether they came ashore after racing. The organizing authority then changed the procedure, so that spotters on the piers recorded the boats as they departed for racing and returned from racing each day. This system worked well, ensured safety, and avoided any unnecessary penalties to competitors that were unrelated to their results while racing.
